Why Businesses Consider Ras Al Khaimah
Interest in Ras Al Khaimah has increased alongside major tourism, real estate and commercial developments. RAKEZ reported that approximately 19,000 new companies joined its business community in 2025, a 44% increase compared with 2024, with services, commercial and trading, and e-commerce among the main categories of new registrations.
Projects such as Wynn Al Marjan Island, scheduled to open in 2027, have raised the emirate’s international profile and encouraged further development in hospitality, property and supporting services. RAK Central is also adding a new commercial district with Grade A offices, residential, retail and hospitality components. Infrastructure works at RAK Central were completed in 2025, and its headquarters office complex is scheduled for completion in the first quarter of 2027.
Ras Al Khaimah is therefore being considered not only for cost-sensitive company formation, but also because of its expanding business base, industrial capacity and pipeline of commercial projects.

RAKEZ: Operational and Industrial Businesses
Ras Al Khaimah Economic Zone, or RAKEZ, licenses a wide range of free-zone commercial, professional and industrial activities. Free-zone companies can be established for activities ranging from consultancy and e-commerce to trading, manufacturing and logistics. RAKEZ also provides business setup services for non-free-zone companies licensed in Ras Al Khaimah.
RAKEZ commonly suits consultancies, trading and e-commerce businesses, manufacturers, logistics operators and companies requiring employees, residence visas or physical premises. The licensed activities must match the company’s actual business, and some sectors require external approvals or additional documentation.
A RAKEZ free-zone license does not provide unrestricted authority to operate throughout the UAE mainland. Depending on the activity and transaction model, additional mainland licensing or another permitted arrangement may be required. RAKEZ also offers a dual-license structure for eligible businesses, combining a RAKEZ free-zone license with a RAK DED “Branch of a Free Zone Company” license.
RAK ICC: Corporate and Wealth Structuring
RAK International Corporate Centre is an international corporate registry focused on private wealth and cross-border corporate structuring. It registers companies and foundations used for holding, investment, succession and other structuring purposes. Companies are governed by the RAK ICC Business Companies Regulations 2018 and Registered Agent Regulations 2018, while foundations are governed by the RAK ICC Foundations Regulations 2019, as amended in 2025.
RAK ICC companies are commonly used to hold shares, investments, real estate, intellectual property and other assets, and for succession planning or special-purpose structures. A RAK ICC company is not a substitute for an operational business license; activities requiring a UAE commercial or regulatory license must be carried out through an appropriately licensed entity.
Every RAK ICC company must appoint a registered agent, who handles the incorporation filing and registered-office requirements. RAK ICC also offers the Global Product for permitted licensed activities and the Premium Product, which combines a RAK ICC holding company with a RAKEZ operating subsidiary.
Innovation City: Technology and Digital Businesses
RAK Digital Assets Oasis was established under Ras Al Khaimah Law No. 2 of 2023 and officially relaunched as Innovation City in September 2025. Its current focus includes Web3 and digital assets, artificial intelligence, gaming, robotics and health technology.
Innovation City can suit software developers, blockchain infrastructure providers, AI businesses, gaming companies and technology consultancies where the selected activity is available under the free zone’s licensing framework.
An Innovation City commercial license does not authorize activities regulated by the Capital Market Authority. Any financial or virtual-asset activity falling within the CMA’s jurisdiction may only be carried out after the required CMA license or approval has been obtained. The CMA replaced the Securities and Commodities Authority and became its legal successor on January 1, 2026. Current regulated virtual-asset categories include brokerage, custody and virtual-asset platform operation.
RAK Maritime City Free Zone: Maritime, Industrial and Logistics Businesses
RAK Maritime City Free Zone is a separate Ras Al Khaimah free zone established for maritime and industrial activities. Under Emiri Decree No. 16 of 2023, the RAK Maritime City Free Zone Authority is an independent Ras Al Khaimah government authority with powers to license companies and establishments within the zone.
Its statutory mandate includes shipbuilding and repair, maritime support services, storage and warehousing, logistics, industrial development and activities requiring sea-front access. RAK Ports describes the free-zone area, also known as RAK Maritime City, as part of Saqr Port / Free Zone, with several million square meters of land and direct waterside access.
RAK Maritime City is therefore particularly relevant to businesses whose operations depend on port infrastructure, heavy industry, bulk cargo, manufacturing, warehousing or marine access rather than a conventional office-based setup.
Formation Procedure and Required Documents
Formation generally begins with selecting the activity, legal form, shareholders, manager, premises and visa requirements. Individual shareholders normally provide passport documents and, where applicable, UAE residence and Emirates ID documents. Ultimate beneficial owners must also be disclosed.
Corporate shareholders usually require incorporation documents, constitutional documents and appropriate corporate authorizations. Depending on the issuing jurisdiction and the authority involved, notarization, legalization, attestation or certified translations may be required. Regulated or technically sensitive activities may also require a business plan, professional qualifications, regulator approval or specific premises.
Company registration should not be treated as confirmation that a bank account, immigration approval or external regulatory license will be granted.
Cost and Setup Timeline
Costs vary materially because the available structures serve different types of businesses.
RAKEZ currently lists an instant-license Basic package at AED 6,000 and a Lite package at AED 12,000, subject to the applicable package conditions. RAK ICC’s 2026 fee schedule lists AED 3,250 for one-year incorporation and AED 3,950 for one-year renewal for its standard company category; registered-agent and other service fees are additional. Innovation City offers a zero-visa package starting from AED 6,600 per year, with visa-inclusive packages and other facilities priced separately.
RAK Maritime City costs depend more heavily on the licensed activity, land or facility requirements and port-related needs, so costs should be assessed against the proposed project.
Setup times also depend on the structure, documentation and approvals involved. Instant or expedited formation options apply only where the relevant eligibility requirements are satisfied.
Corporate Tax and Continuing Compliance
Free-zone incorporation does not automatically provide a 0% corporate tax rate. A company must satisfy the statutory requirements for a Qualifying Free Zone Person, including the applicable substance, income, transfer-pricing, audited-financial-statement and compliance conditions. Only Qualifying Income benefits from the 0% rate; other taxable income may be subject to the applicable standard rate.
The free-zone corporate tax rules were updated in 2025 when Ministerial Decision No. 229 of 2025 on Qualifying Activities and Excluded Activities replaced Ministerial Decision No. 265 of 2023. Tax treatment should therefore be reviewed against the current rules and the company’s actual transactions rather than assumptions made during incorporation.
Companies may also have accounting, audit, corporate tax return, VAT, beneficial-ownership and record-keeping obligations. The precise requirements depend on the entity, activities, revenue and applicable regulatory framework.

RAKEZ, Innovation City and RAK Maritime City are free-zone authorities with different sector and operating profiles, while RAK ICC is an international corporate registry.
